Smaller class sizes have been shown to improve student performance and accelerate learning. Less than 20 students per class provide more customized instruction and improve teacher-student communication. The STAR (Students-Teacher Achievement Ratio) project is a well-known study of a class size reduction attempt in Tennessee. Ten thousand students from a control group took part in this study. The study took classes with twenty-two to twenty-six students and decreased the number of students in those classes to thirteen to seventeen.

The participating schools had qualified teachers and adequate classroom space. The smaller class sizes drastically improved students' academic performance in primary school, particularly for disadvantaged and minority children, according to the trial.
